Research on urban insect pollinators is changing views on the biological value and ecological importance of cities. The abundance and diversity of native bee species in urban landscapes that are absent in nearby rural lands evidence the biological value and ecological importance of cities and have implications for biodiversity conservation. Lagging behind this revised image of the city are urban conservation programs that historically have invested in education and outreach rather than programs designed to achieve high‐priority species conservation results. We synthesized research on urban bee species diversity and abundance to determine how urban conservation could be repositioned to better align with new views on the ecological importance of urban landscapes. Due to insect pollinators’ relatively small functional requirements—habitat range, life cycle, and nesting behavior—relative to larger mammals, we argue that pollinators put high‐priority and high‐impact urban conservation within reach. In a rapidly urbanizing world, transforming how environmental managers view the city can improve citizen engagement and contribute to the development of more sustainable urbanization.  相似文献

Asymmetric regulation of a global pollutant between countries can alter the competitiveness of industries and lead to emissions leakage, which hampers countries’ welfare. In order to limit leakage, governments consider supporting domestic trade-exposed firms by subsidizing their investments in abatement technology. The suppliers of such technologies tend to be less than perfectly competitive, particularly when both emissions regulations and advanced technologies are new. In this context of twin market failures, we consider the relative effects and desirability of subsidies for abatement technology. We find a more robust recommendation for upstream subsidies than for downstream subsidies. Downstream subsidies tend to increase global abatement technology prices, reduce pollution abatement abroad and increase emission leakage. On the contrary, upstream subsidies reduce abatement technology prices, and hence also emissions leakage.  相似文献

2016年《巴黎协定》的正式生效是全球环境治理的重要里程碑,是国际社会在应对气候变化的艰难进程中迈出的重要一步,标志着全球环境治理从此进入履约阶段。本文基于宾夕法尼亚大学智库与公民社会项目(TTCSP)公布的《2015年全球智库指数报告》,选取其中排名前十位的国际环境智库的研究报告和环境领域中代表性学者的相关论文,对国外学术界有关《巴黎协定》履约前景的分析进行了系统梳理,并对此做出简要评述。文章在肯定《巴黎协定》有力推进国际气候治理进程的同时,也指出在新的国际形势之下,尤其是在英国正式启动脱欧进程和特朗普新任美国总统后,其履约过程中更是存在着协定之内和协定之外的众多挑战和不确定性,本文的基本结论如下:首先,协定之内面临着协定缔约方国内批准程序上的挑战;国家自主贡献的实现与发展中国家能力建设;2℃温升目标的实现前景;审评和盘点的效力评估;碳市场机制能否有效运行。其次,协定之外面临着英国脱欧的潜在气候政策变化及影响;美国气候政策的可能变化及其影响。基于对以上智库报告和相关研究论文的分析,笔者对《巴黎协定》的履约前景得出几点看法:(1)正视国际气候合作的机遇与挑战;(2)对具体议题的落实需充满信心;(3)理性冷静看待英美气候政策的可能变化;(4)鼓励环境类国际组织之外的非国家行为体展开通力合作。对此,我们应正视履约中的挑战与不确定性,做好充分的应对之策,确保履约进程的顺利完成。总之,《巴黎协定》的履约前景不容乐观,国际社会任重道远。  相似文献

Protected areas (PAs) are key elements for biodiversity conservation and ecosystem services. Brazil has the largest PA system in the world, covering approximately 220 million ha. This system expanded rapidly in the mid‐1990s to the mid‐2000s. Recent events in Brazil, however, have led to an increase in PA downgrading, downsizing, and degazettement (PADDD). Does this reflect a shift in the country's PA policy? We analyzed the occurrence, frequency, magnitude, type, spatial distribution, and causes of changes in PA boundaries and categories in Brazil. We identified 93 PADDD events from 1981 to 2012. Such events increased in frequency since 2008 and were ascribed primarily to generation and transmission of electricity in Amazonia. In Brazilian parks and reserves, 7.3 million ha were affected by PADDD events, and of these, 5.2 million ha were affected by downsizing or degazetting. Moreover, projects being considered by the Federal Congress may degazette 2.1 million ha of PA in Amazonia alone. Relaxing the protection status of existing PAs is proving to be politically easy in Brazil, and the recent increase in frequency and extension of PADDD reflects a change in governmental policy. By taking advantage of chronic deficiencies in financial and personnel resources and surveillance, disputes over land tenure, and the slowness of the Brazilian justice, government agencies have been implementing PADDD without consultation of civil society. If parks and reserves are to maintain their integrity, there will need to be investments in Brazilian PAs and a better understanding of the benefits PAs provide. Research across several decades has mapped the way complex environmental issues with complicated policy implications are often differentially framed within the media, public, and policy agendas with major implications for how they are understood, discussed, and decided. Building on this work, this this study compared news coverage of the debate over natural gas “fracking” in New York, Pennsylvania, and North Carolina between the period 2008 and 2013. Examining state newspapers, the analysis evaluated the types of sources used, the assertions of these sources, and how the issue of fracking was framed. From a general perspective, this study reveals how differences in framing of an environmental and scientific controversy can be attributed to the locally relevant sources used in reporting, as well as the political, economic, and social factors that might be unique to a state. Specific to the debate over natural gas “fracking,” this study adds to our understanding of how such state-based factors influence the portrayal of the issue in the news media.  相似文献

A survey-embedded experiment implemented around the time of the 2014 annual Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (N ≈ 1200) examined whether such summits are able to increase citizens’ awareness of climate problems. This study finds that exposure to positive or negative cues about the COP increases climate change awareness, particularly among participants who start out with a low level of awareness. Neither positive nor negative cues about the COP significantly affect people’s policy preferences. Our finding resonates with Bernard Cohen’s observation that the mass media may not often be successful in telling people what to think, but they are successful in telling readers what to think about.  相似文献

‘Fracking’ was on New York's agenda since 2008, yet no decision was made about it until late 2014. The gridlock is an intriguing puzzle given that the Marcellus shale is considered a ‘world class’ energy supply, and development has been aggressive in other US states. While policy scholars typically conceptualize gridlock as policy stability, this paper examines it as a dynamic process by which competing discourse coalitions engage in interactive framing processes that (re)structure the discussion. This suggests that the interaction between contending coalitions influences gridlock. Yet, we lack knowledge about interactive framing between competing coalitions during policy controversies. Our main finding is that a central mechanism of gridlock is the production of conflict through interactive framing dynamics that deny a shared discursive space capable of ushering in a consensus, or reasoned agreement. In New York, this contest evolved from a policy consensus about the economic benefits of fracking to policy negotiation that incorporated environmental threats, and to prolonged policy controversy in which competing discourse coalitions contested notions of fracking in relation to energy production, environmental protection, public health, economic development, and governance. While a ban has been instituted, the failure to bridge discourse coalitions suggests that controversy will persist unless meaning disputes are resolved.  相似文献

The issue of proportionality is central to climate policy debates about setting targets for the reduction of greenhouse gas emissions and the development of low-carbon energy. In effect, these debates centre on whether the perceived social costs outweigh the benefits of policies and, if not, whether this may lead to over-investment or ‘policy bubbles’. Political attention, agenda setting and policy image are all crucial drivers of ambitious policy formation, as seen in the case of the United Kingdom's (U.K.) Climate Change Act (2008). However, as political salience waned and economic depression dragged on, the cost of long-term climate targets has been reconsidered. Based on documentary analysis and 33 interviews with central political actors, this article presents a detailed account of how economic arguments have been used to reinterpret and challenge policies, using the heuristics of ‘over-investment’ and ‘policy bubbles’. Ultimately, arguments about proportionality hinge on which costs and benefits are considered. In the U.K., economic and technical framings are typically prioritised, but they do not explain contradictory and politically motivated policy decisions. We discuss these dynamics within the context of maturing renewable energy technologies, high energy prices and the U.K.’s cross-party consensus approach to climate politics.  相似文献

Like many federal statutes, the U.S. Endangered Species Act (ESA) contains vague or ambiguous language. The meaning imparted to the ESA's unclear language can profoundly impact the fates of endangered and threatened species. Hence, conservation scientists should contribute to the interpretation of the ESA when vague or ambiguous language contains scientific words or refers to scientific concepts. Scientists need to know at least these 2 facts about statutory interpretation: statutory interpretation is subjective and the potential influence of normative values results in different expectations for the parties involved. With the possible exception of judges, all conventional participants in statutory interpretation are serving their own interests, advocating for their preferred policies, or biased. Hence, scientists can play a unique role by informing the interpretative process with objective, policy‐neutral information. Conversely, scientists may act as advocates for their preferred interpretation of unclear statutory language. The different roles scientists might play in statutory interpretation raise the issues of advocacy and competency. Advocating for a preferred statutory interpretation is legitimate political behavior by scientists, but statutory interpretation can be strongly influenced by normative values. Therefore, scientists must be careful not to commit stealth policy advocacy. Most conservation scientists lack demonstrable competence in statutory interpretation and therefore should consult or collaborate with lawyers when interpreting statutes. Professional scientific societies are widely perceived by the public as unbiased sources of objective information. Therefore, professional scientific societies should remain policy neutral and present all interpretations of unclear statutory language; explain the semantics and science both supporting and contradicting each interpretation; and describe the potential consequences of implementing each interpretation. A review of scientists’ interpretations of the phrase “significant portion of its range” in the ESA is used to critique the role of scientists and professional societies in statutory interpretation.  相似文献
